This Notice of Intended Procurement (NOIP) is issued for informational purposes only and does not constitute the official Request for Proposal (RFP) Document. The RFP Document will not be posted under this NOIP.

The NOIP serves as advance notification that an RFP for a Third-Party Logistics (3PL) Independent Advisor will be posted in the near future. The information provided within this NOIP is to provide high-level details of what proponents may expect when the RFP is published.

The OCS is anticipating posting the RFP on Feb. 23, 2026.
