CEO Announcement

October 1, 2026 (TORONTO) – The Ontario Cannabis Retail Corporation (OCRC) Board of Directors announced today that OCS President and CEO David Lobo has accepted a new role with a Federal Crown Corporation. David’s last day with the organization will be November 6, 2026. 

Over the last decade, David played a foundational role in establishing the legal cannabis market in Ontario. David worked closely with the Board of Directors, Ministry of Finance and agency staff to build up the OCS from a start-up organization to an established provincial agency. 

Under David’s leadership, the OCS significantly scaled up its wholesale capabilities and strengthened its day-to-day service to licensed retailers and producers. David championed the legal industry and its economic impact within Ontario, while also advocating for social responsibility and responsible use education among consumers and Ontarians. The OCRC Board extends their gratitude to David for his leadership and contributions to the OCS.   

The OCS remains committed to its mandate of enabling a vibrant cannabis market that connects all Ontarians to the benefits of legalization. To ensure continuity of operations, Alexandre Jalleau, Chief Customer Experience Officer, will assume the role of Interim President and CEO to lead the organization while the Board conducts a comprehensive executive search.
